Charging Infrastructure Interconnection Simplification Resource (CIISR)

Supported by DOE Project EE0010632

The Electric Producers Research Institute (EPRI) leads the DOE-funded, CIISR project in partnership with the following: Alliance for Transportation Electrification (ATE), Interstate Renewable Energy Council (IREC), and RMI , as well as Clean Cities Coalition partners Louisiana Clean Fuels and Metro Energy Center, which in turn coordinate contributions from eight other Clean Cities organizations including Central Texas Clean Cities.
The reports and tools developed by CIISR team aim’s to identify current utility and customer challenges related to EV charging service connection processes that could delay transportation electrification efforts and also to identify potential solutions to address these challenges. CIISR focuses on small fleet and multi-family housing customers,  and is designed to help improve grid service connection speed, transparency and simplicity for electric vehicle charging applications.

Research Report

Simplifying Utility Service Connections for Small Fleet and Multi-Family Housing Electric Vehicle Charging

This research report aims to identify gaps and opportunities to improve EVSE energization timelines and experiences for two small commercial segments: businesses with small fleets and multi-family housing (MFH) properties. These customers often lack resources and dedicated utility support.

The research highlights both customer-focused and technical challenges, forming the basis for a roadmap to streamline EVSE energization and benefit customers, utilities, and the broader public.

A Grid Connection Roadmap for Utilities to Support Small Electric Vehicle (EV) Customers: Streamlining Utility Service Connections and Customer Engagement for Small Fleet and Multi-Family Housing EV Charging

As EV adoption rises, utilities face growing demand for charging infrastructure, often resulting in service request backlogs and delays. Smaller customers—like those in multi-family housing or with small fleets—may struggle with complex utility processes due to limited resources or experience.

To address these challenges, streamlined connection processes and better customer support are needed. This roadmap outlines 44 solution ideas to help utilities speed up service connections and ensure equitable access to EV charging for all.

GridFAST Tool

GridFAST is a cross‑industry, interactive platform that links EV‑charging customers with the appropriate utility contacts for their installation projects and provides a secure data‑exchange channel. By flagging missing information before utilities review submissions, GridFAST streamlines data processing, simplifies multi‑utility coordination, and is free for EV customers.
